As a guy who ran a lot of conventions (and still does), I can tell you that a lot of the rules are fluid. Rules are listed on the website to discourage some behaviors, and to give us a way to remove trouble makers if we need to.

But logistically, there's no way to stop people from taking video or taking a sip out of a bottle of water at a con. It just can't be done. But if you see someone chugging beers and getting loud, or shooting video of cosplayer asses around the con, you now have an easy way to toss them out without issue.

SDCC 2012 weapons policy was pretty intense at times...but for the most part the security was ran by SDPD...i just had to make sure that there was no magazine in my PR and I also had removed the motor and battery...they allowed it...

i had 2 cops stop me and ask me about my sidearm i was carrying while in my Hunk. so i let them play with my M9 and they were shocked how real it felt and operated.

I typically like to carry HyperFirm weapons...but was unable to mold up a PR in time to make any castings out of rubber...
