Last year Edward James Olmos said 'no' to any photos at his table, even though Karyn and I had just dropped $60 on an auto!!
He said it was part of the contract, or some such arrangement, that he'd entered into with the official photographers.
Michael Hogan and James Callis had absolutely no problems with photos being taken, posed as well.
I think all three of them were on Froggys photo list, I guess you just have to try your luck on the day.

Glenn, I think that the Walk of Fame area guests are considered seperate to the 'Dragoncon' guests.
Walk of fame tends to be screen stars and as said above I think they all charge.
If I remember rightly it's mostly the same price whether you have your own item signed or get one of their supplied photos, although a few guests did charge a little less for signing your own item.
The prices varied greatly, a quick sweep of the room early on will help you plan and budget.
There is a plan of where all the guests will be placed in teh online booklet.
