Great looking seal, Dom. It might be a bit easier to read if the "COLONIAL MARINE CORP" lettering at bottom were to read right side up rather than upside down. It works fine for challenge coins as is, but it might be good to have an alternate version with rearranged lettering for patches, stickers, or other purposes. Just a suggestion. :)

The only thing I can add really is to say that the 2D barcode on the front is indeed PDF417 (as thought). I would expect the 1D barcode on the back to be Code 39.
The 'RFID chip' isn't RFID.
An RFID loop antenna would be nearly the size of the card, not the small patch seen here, and would be invisible, sandwhiched between the laminations.

The cards actually feature contacts for a smart chip (an Integrated Circuit Card) as found on modern bank cards or cell phone SIMs

It's interesting to see some photo's of US military ID.
In the UK ours are customized only on the front to save money on production costs.

The MAA ID cards looked okay if I remember correctly.
