Hopefully these shots should show you how the pieces fit together.
What you have to do is find a pair of long, thin screws and sink them through the existing holes in the blue vivitar disk into the Megatron scope/cannon, sandwiching the T28 "shoe" between them in the process. You can see the screw heads in the bottom picture, on the painted headset. I actually went one step further and filled that bottom part of the Megatron scope with putty, and then puttied up a small plug on the side of the Megatron piece that fits just right inside the shoe fitting. It gives the screws more to grab on to, and makes the whole joint a lot more secure.
On the shoe fitting, there will most likely be a small nib or "key" inside the groove the blue disc sits in. You're going to need to remove that. I would suggest using a dremel, but if you don't have one handy, you can do it carefully with a hobby knife or a small file. Some people also put a small o-ring in there underneath the blue disc, to help keep the sight from moving on its own. Mine didn't need one, but your mileage may vary.
