The clay I'm using is a student grade clay called "klean klay" medium... it's pretty cheap stuff and it's oil based but can be smoothed with water...? Weird but it works for me.

Yes, I was going for the puppet look in the case of not only the lips, but also the tops of the arms and where the "loose tubes" on the sides will attach as well... On the stunt masks they go from jaw to head. On the hero puppet, they go from jaw to neck. You can see in the pics the points to which they will be glued after casting.
