What is the white stuff on Frost's armor? I though it might be tape but it looks more like residue on the shins.

The tape on his shoulder is exactly that- duct tape (gaffers tape, hundred mile an hour tape etc). "When in doubt NUKE 'EM" is written on it with a red marker.

The stuff on his shins is most likely dried fullers earth, or whatever they used to make the muddy surface outside the full size colony exterior set.
