Not to want to rain on anyone's parade but I'm afraid I have to disagree.
It looks just like a fairly generic stencil to me.

The amour stencil is basically just Microgramma/Eurostile which has been modified into a stencil.
Note the image of Crowe's armour. The C and the O exhibit the very recognisable 'rounded-square' shape of Microgramma.

Conversely, the "CELLBLOCK" stencil has much more circular shape to those letters. Note also that the central bar of the "E" is connected too where the E in "Crowe" is not.

I'd wager that it is simply stencilled in the traditional way using one of those plastic stencils that you can buy at any stationary store.
