Think of the smartgun like an airsoft AEG. You take the battery out- the weapon is useless (except as a club).

Why did Vaz have multiple batteries and Drake none? Perhaps they were only issued one battery for the mission, but Vasquez (the little devil) has her own "reserve" of batteries that she may or may not have reported "lost" during previous missions.

Totally thinking out loud here.

The PR mag can hold a max of 99, but (IIRC) the Tech Manual suggested that putting only 95 in a mag reduced the chance of ammo jams.
